A recent investigation into the international student program in Canada has brought to light serious concerns about fraud and abuse within the system. Indian authorities uncovered a “well-planned conspiracy” involving fraudulent student visas that facilitated illegal border crossings into the United States. The Enforcement Directorate’s investigation found that two entities based in Mumbai and Nagpur entered into agreements for student admissions in foreign countries, with a significant focus on Canadian institutions. One entity referred approximately 25,000 students to various colleges outside India annually, while another referred over 10,000. These entities reportedly had agreements with around 112 and 150 colleges in Canada, respectively. This suggests a widespread network potentially exploiting the international student program for financial gain.
